    The customer's Systems Engineering Directorate (SED) is transforming its contract structure to more closely align to the skills and structure of systems engineering in a capability based, service-enabled, architecture environment. The primary objective of the INCEPTUM contract is to provide integration and closure; process; mission assurance; service management; and verification, validation and transition systems engineering and technical support services to the Systems Engineering Directorate that will enable it to execute its responsibilities efficiently and effectively, achieve the SED vision, and ensure mission success.


    The INCEPTUM contract is responsible for supporting requirements and conops development and updates; independent verification, validation and test in support of mission closure; overseeing the readiness process in support of enterprise, system and acquisition-level milestones; leading and supporting project planning; assessing schedule and risk; generating and presenting engineering briefings; and interfacing with numerous customers. This position requires an understanding of the intelligence community and customer domain, along with a strong focus on core systems engineering processes in support of end-to-end mission and services closure.


    The INCEPTUM Independent Verification and Validation (IV&V) Team seeks a Project Engineer to support development, maintenance and configuration management of IV&V technical documentation As a member of the Independent Verification and Validation Team (IV&V), you will be responsible for managing the Change Control Process and test documentation for the entire IV&V Team.  With input from IV&V Test Engineers, you will support development of various IV&V artifacts and perform entry of all System Test and Transition Plan updates into the Rationale Doors Next Generation (RDNG) tool.  You will also provide standardization of IV&V documentation including editorial and grammatical content as well as stakeholder identification.  Overall, this position maintains configuration control records and technical documents in direct support of the IV&V team.


    Key Responsibilities:

    • Provide support to the IV&V team in the input of documentation into RDNG requiring customer approvals through the major Engineering Review Boards
    • Manage and document the configuration baseline and control process for customer applications, monitor adherence of CM processes throughout development life cycle development for the IV&V team.
    • Provide support to Engineering leads in the development of IV&V documentation
    • Develop and implement an IT Change Management Framework, to include identifying and executing improvements to current change management policies and processes
    • Works with delivery team product owners, project managers, and engineering teams in analysis, development, test, and production support to ensure delivery of updates and enhancements through the SDLC that directly impact business operations





    • Requires 5 to 8 years with BS/BA or 3 to 5 years with MS/MA or 0 to 2 years with PhD.
    • System Engineering or Systems Integration experience
    • Knowledge requests for Change (RFCs) through a Configuration Management Process
    • Strong analytical skills and ability to develop and recommend solutions for problems/issues
    • Strong interpersonal skills and team orientation
    • Strong business acumen and customer relation skills
    • Responsible and reliable; follow up on actions and the ability to multi task
    • Current BI with TS/SCI clearance with poly and knowledge/experience working in the Intelligence Community


    • Space domain knowledge
    • Knowledge with IBM Rational Tools Suit and Rational DOORs Next Gen
    • Familiarity with the Intelligence Community, and associated government agencies
    • Proven track record of success within the government, military, or defense industry
    • Ability to work in a Government environment as part of a multi-contractor team
    • Robust written and verbal communication
