Business Analyst I
Joint Engineering Teams - Sustainment (JETS) will provide USCIS with Agile development and maintenance capability to sustain their IT systems. JETS will supply Agile development teams to participate in IT maintenance efforts, to include activities necessary for sustaining previously developed systems and applications using Lean processes. The Contractor will be part of an ecosystem participating with federal employees and other contractors in a team-based scaled Agile approach to deliver mission value frequently, cost-effectively, responsively, and with high quality.
The Business Analyst (BA) is the key coordinator between the customer and the application developers to design, develop, enhance, debug, and implement software solutions for the JETS program. The BA works on an agile team to research, test, build, and coordinate the conversion and/or integration of new products based on client requirements. The BA is responsible for contributing to an agile process through story development, backlog grooming, and responses to ad-hoc customer priorities.
Works as part of an agile team as well as across teams to provide technology solutions to customer’s challenges. Works with a software development team to develop, enhance, and implement software. Troubleshoot production problems related to software applications. Researches, tests, builds, and coordinates the conversion and/or integration of new products based on client requirements. Designs and develops new software products or major enhancements to existing software. Provides analysis of alternatives and provides recommendations to the customer on best approach. Addresses problems of systems integration, compatibility, and multiple platforms. Provides expertise in the formulation of systems scope and objectives relative to the business plan and industry requirements. Consults with project teams and end users to identify application requirements. Leads in the evaluation and recommendation of application software packages and application integration. Instructs, assigns, directs, and checks the work of others on the development team. Participates in development of software user manuals and technical reports. Applies agile practices, including portfolio planning, retrospectives and backlog grooming.
BS degree, technical degree such as Engineering or CS preferred
Experience with complex problem solving, providing recommendations based on technical analysis
Experience with Agile Methodology (Kanban, Scrum)
One or more industry certification (INCOSE, PMP, ITIL)
Familiarity with SDLC
Familiarity with software implementation tools and methodologies, such as GitHub, Oracle, AWS
