Responsibilities

Description:

 

Provide SE&I functional and GEOINT domain experience leading mission capability and services engineering and integration for the NSG Enterprise. Enable NGA Mission-driven innovation and technology solutions engineering, integrated mission planning and solutions agile implementation approach integrating across GEOINT (NGA Directorates, POR’s) capability initiatives, NSG platform services development integrated product teams (IPT) solution providers, and integrated mission capability package release trains. Drive NSG Platform (Applications, Content and Infrastructure) Services implementation (e.g., GEOINT Sources, GEOINT Services Framework and Orchestration, Applications, Content) enabling capabilities in multi-level cloud SOA IC Information Technology Enterprise (IC ITE) / Defense Intelligence Information Environment (DI2E) / Joint Information Environment (JIE) and Globe/Agile Web Presence (AWP) environments, on a convergence path to achieve the IC/DoD objective Integrated Intelligence end state delivering the GEOINT Functional Manager’ 2022 Mission Based Outcomes (MBO).

 

Assess NSG Enterprise mission needs and work flows, and develop CONOPS actualizing the GEOINT Future State Vision (FSV), following agile acquisition and systems engineering processes to decompose mission needs into implementable GEOINT capabilities and services, and enable new ways of doing business (GB, ABI, OBP {SOM, MoW[FG]}; GEOINT Services via The Globe/AWP) leveraging any viable GEOINT source providing mission utility, considering differential mission value versus affordability. Apply the Scaled Agile Framework (SAFe) model, follow the NGA Agile Engineering IPT processes and employ agile integrated mission solution implementation teams, leveraging lessons learned from NGA agile implementation pathfinder activities, and government and commercial best practices. Coordinate with NGA Directorate Mission Initiative Product Owners, Integrated Mission Release Trains, Scrum Masters and developers, providing support to mission user engagement, GEOINT Services generation and registration, and essential engineering baseline artifacts creation, to drive agile implementation and sustainment efforts.

 

Be cognizant of current and future technologies identified by NGA Office of the Chief Information Officer and Information Technology Services (CIO-T) Directorate and other NGA Directorates such as Research (R) Directorate, to meet Analysis (A) and Source (S) Directorate and NSG/ASG Customer mission and tradecraft needs. Integrate traditional, non-traditional, and emerging sources into NSG enterprise capabilities and TPED process. Provide technical analysis, and recommendations on current and future NGA, DoD & IC enterprise integration and operations, leveraging industry best practices. Collaborate/Partner with various NGA organizations, IC, DoD, Services, DCGS Community, NGA Developer contractors, industry, commercial, academia, other agencies/ governments as it pertains to Applications, Content and Infrastructure solution architectures, SOA Open IT and GEOINT services, processes, technology, tradecraft and training best practices. Ensure specific mission capability implementation projects achieve established Mission Based Outcomes, providing requisite capabilities and services to meet mission & GEOINT community user needs, and comply with NSG enterprise technical architecture & standards keeping NGA and SEIN project management apprised of integrated capability and service implementation status.

 

Qualifications

Required Qualifications:

 

  • BS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline
  • 21 yrs IT SE&I process/SLC, architecture integration, AoA, enterprise capability implementation, experience
  • 10 years SE&I experience working with NSG/NGA/GEOINT/GIS or Mission Partner systems/segments
  • Demonstrated Technical Portfolio/Project Management / Team Leadership experience
  • Knowledge of/demonstrated proficiency applying SE&I process, producing SE artifacts, designing solutions, performing trades, mission utility and affordability analysis, requirements engineering, interface definition, detailed implementation planning, tech insertion, risk management, readiness, certification and transition
  • Ability to translate mission needs into end-to-end capabilities and services solution design
  • Mission/Business Capability analysis experience determining how a capability should work and how changes in conditions, threat, mission, ROE, operations, technology and the environment will affect outcomes
  • Ability to translate Mission Capability Directorate, Program and Team needs into Epics, Effectivities, User Stories, Features, Acceptance Criteria or requirements for integrated platform (applications, content and infrastructure) services implementation involving multiple interfaces and supporting data repositories
  • Experience in commercial/defense industry IT Systems, including product workflows, information operations and assurance, content architectures, web services frameworks, data standards, and industry best practices
  • Experience in system activity and data modeling, information flow/transaction process analysis, internal control and risk analysis, GEOINT business methods and tradecraft, performance measurement techniques
  • Experience in data flow diagramming and strong data analysis/data quality assessment skill
  • Knowledge of multimedia production, communication, dissemination techniques/methods
  • Ability to identify technology gaps in current capabilities/processes, and to perform technology insertion
  • Working knowledge of NGA acquisition, baseline control, change management/CM processes
  • Experience using logic and reasoning to identify the strengths and weaknesses of alternative technical solutions, conclusions or approaches to problems (studies & analyses, white papers), and perform AoAs
  • Experience troubleshooting and problem-solving technical and non-technical issues, driving to closure
  • Demonstrated ability/experience identifying/solving problems reviewing related information to develop/evaluate options and implement solutions with minimal supervision and/or direction
  • Comprehends complex technical issues; defines problem in ways that clearly communicate to technical and non-technical staff; persuasively propose solution to meet customer mission need
  • Demonstrated ability to work in multi-contractor / government / commercial organizations
  • Strong customer service and teaming skills; ability to collaborate in cross-functional team
  • Self-starter able to manage multiple tasks and adjust to changing priorities delivering efficient staff work
  • Demonstrated ability to work independently (self-managing) and within a team environment, at senior level
  • Strong interpersonal, organizational, client relationship management, multi-tasking, load-balancing skills
  • Strong oral, written communications, presentation skills with senior government and contractor personnel
  • TS/SCI Clearance active in the last 2 years with current SSBI or SSBI-PR (completed within the last 5 years)

 

Desired Qualifications:

  • MS in Engineering, Computer Science, Information System, Math, or related scientific or technical discipline
  • Relevant EA/SA (Architect), SE&I (INCOSE), IT (ITIL), Security (CISSP), Agile (CSM) certs; SAFe SME
  • Experience with SAFe model-based/agile software SE&I using JIRA, Confluence, Bamboo, Fisheye to manage Portfolio/Project/Product Backlogs & SCRUMs, perform Sprint & Release Planning, Retrospectives
  • Experience integrating tradition/non-traditional/emerging GEOINT sources into NSG enterprise capabilities
  • Experience implementing NGA/IC/DoD integrated intelligence innovation initiatives (Global Access/ Situational Awareness, IT Resource Federalization/Virtualization, Data Center Consolidation, Cloud Computing, Big Data Analytics), implementation programs (ICITE, DI2E, JIE, ABI, OBP{SOM, MoW[FG]}) & prototypes (GEOINT Broker), Mission Capability & Services Pathfinders (mission[NEA], apps[ASC,IAE], exploitation) SE&I, user engagement, embedded engineering (IWG), agile implementation processes (SAFe, SCRUM), tools (JIRA) & methods (App Store Governance Board, OCIO Agile Application Approval, SCDs)
  • Knowledgeable of NGA/IC/DoD missions as-is/future vision & experienced in customer mission capabilities & services needs assessment & solutions implementation, user persona templates, developing, implementing SLAs, meeting quality standards for services, leveraging of commercial state of the art techniques for customer usage evaluation, projected product needs analysis, satisfaction feedback measurement/metrics tools
  • Knowledge of NGA Directorate Strategic Initiatives (GB, ABI, OBP{SOM, MoW Vis}, GS, OIT, Bus Svc’s)
