The Web Governance Systems Engineer provides SE&I SME to implement NGA’s vision of providing Online, On Demand GEOINT knowledge, ensuring cross-program integration for the Future Experience (TF) Office, Governance Branch (TFCW). The TF mission is to the provide the best in class design, demand, and governance services to unify, normalize, and advance online operations focused on enhancing user outcomes. The TFCW mission is to develop, execute, and maintain an automated centrally managed NGA governance strategy to ensure consistent and compliant NGA web and application user experiences. The Web Governance Systems Engineer will ensure TFCW Web governance strategy establishes a focal point for managing everything web at NGA to include:

  • Web governance strategy provides a web support system by centralizing access to tools, expertise, and streamlined processes to effectively develop and maintain a more standardized and consistent web presence
  • Web governance supports adherence to standards across the agency
  • Web governance advances the concept that NGA's web presence  is an agency asset, reducing the chaotic on-line environment and driving consistent user experiences
  • Web governance engineers/integrators develop a governance workflow process to be used by web designers, web engineers, and makers across the agency ensuring consistent standardized look and feel to the NGA web presence
  • Web governance advances the concept of NGA web presence being an identifiable brand supporting effective search and content discovery capabilities
  • Web governance engineers/integrators develop and maintain NGA Instructions For Preparing NGA Web Properties (NI 8955.5)
  • Web governance engineers/integrators develop and maintain the NGA Web Style Guide (also known as the Content Delivery Network - CDN)
  • Web governance engineers/integrators develop and maintain the NGA governance workflow process
  • Web governance engineers/integrators monitor and provide engineering/integration expertise for web requests submitted through the governance workflow process
  • Web governance engineers/integrators will understand the design and developer portal where web governance guidance is found in one centralized and standardized location
  • Web governance engineers/integrators will understand and promulgate standards compliance: such as Web Content Accessibility Guidelines (WCAG 2.0) and Section 508 compliance (Americans With Disabilities Act compliance for web site design)
  • Web governance engineers/integrators will understand and promulgate NGA enterprise style design standards ensuring consistent web elements
  • Web governance engineers/integrators will understand the four web request categories in order to provide engineering/integration expertise for requestors; 1.) Content and services; 2.) Web page; 3.) Standalone Web Domain Name Service (DNS); 4.) web application/widget workflow
  • Web governance engineers/integrators will understand the phases of the web request process in order to provide engineering/integration expertise: Verification Phase (check for duplication, standards compliance, mission need, gap analysis); Design and Development Phase (design satisfies customer needs, complies with design and content/service standards); Evaluation/Test Phase (development testing, user acceptance testing, NTO testing if applicable); Audit/Monitoring Phase (continuous page and site checks for compliance, relevancy, obsoleteness)
  • Experience developing and maintaining governance documentation: Con Ops, governance guidelines, standard operating procedures, governance instructions, style guides

Qualifications

Required Qualifications:

  • BS in Engineering, Comp Sci, Info Systems, Math, or related scientific or tech discipline
  • 16+ yrs IT SE&I&A, requirements, analysis, capability implementation, process experience with 10-15 years must be recent agency specific experience.
  • 8 years SE&I experience working with GEOINT capabilities/systems/segments/services
  • Relevant SE&I (INCOSE), IT (ITIL), IA (CISSP) and Agile SE&I-related certs and proficiency
  • Specialized experience leveraging SAFe Agile implementation methods for standup of new web sites and integration and consolidation of web sites
  • Demonstrated knowledge/experience with web/web site technology/SLAs/O&S/Governance
  • Project Engineering/Planning/Scheduling proficiency/demonstrated experience, implementing SE&I processes, creating/analyzing plans and schedules (dependencies, CPS, risks)
  • Working knowledge of NGA acquisition, change and configuration management processes
  • Ability to identify mission, work flow, technology gaps in current capabilities and processes
  • Experience using logic and reasoning to identify the strengths and weaknesses of alternative technical solutions, conclusions or approaches to problems
  • Experience troubleshooting and problem-solving technical and non-technical issues
  • Demonstrated ability/experience identifying/solving problems reviewing related information to develop/evaluate options and implement solutions with minimal supervision and/or direction
  • Strong customer service and teaming skills; ability to collaborate in cross-functional team
  • Demonstrated ability to work independently (self-managing) and within a team environment
  • Demonstrated ability to explain technical issues clearly/accurately to tech/non-tech audiences
  • Demonstrated ability to work in multi-contractor / government / commercial organizations
  • Demonstrated ability to adjust to changing priorities
  • Demonstrated excellent interpersonal, written and verbal communication skills

Desired Qualifications:

  • MS in Engineering, Comp Sci, Info Systems, Math, or related scientific or tech discipline
  • Experience in customer need assessment, user persona template, develop/implementing SLAs, meeting services quality standards, leveraging state of art techniques for customer usage eval, projected product needs analysis and satisfaction measurement/metrics tools
  • Experience in commercial industry IT Systems, including product workflows, information ops, cloud-based service oriented architectures, data/metadata standards, industry best practices
  • Experience in system activity and data modeling, transaction flow analysis, internal control and risk analysis, GEOINT business methods and performance measurement techniques
  • Working knowledge of the NSG, NGA (KC’s, POR’s, TA’s, & Portfolios {especially CS Pf})
  • Broad knowledge of NGA and IC/DoD architectures/missions, both as-is and future vision
  • Project Management / Team Leadership skills and experience
