Responsibilities

Will employ project management principles and best practices to infrastructure projects, legacy system sustainment projects, new development programs and special projects.  Each type of project has different program and project level review processes. The projects are reviewed in a weekly meeting with PMs responsible for updating and presenting accomplishments, next steps, change requests, help desk tickets, and assistance needed.

 

Provide project management services in support of IT business objectives and ongoing operations.  This includes systems and project planning, estimating, execution, implementation and ongoing IT support. As such the contractor shall be required to assist and provide direct support to those Subject Matter Experts (SME’s) within the IT Division. Provide the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.  May conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs. 

Qualifications

Required Skills:

  • Developing and implementing a project management plan to identify activities, events and documentation key for project execution
  • Developing and maintaining an integrated master schedule which accounts for all assigned project activities
  • Experience with DHS Acquisition Lifecycle Framework (ALF) or similar to assure consistent and efficient acquisition management, support, review, and approval process
  • Experience supporting acquisition processes, particularly with regard to requirements development, analytic processes, use of standards, systems engineering, and technology readiness
  • Experience with oversight of acquisition processes and as appropriate coordinating those processes with contracting and procurement processes
  • Experience working on acquisition program portfolio to monitor each investment's cost, schedule, and performance targets
  • Participate in the development of required programmatic documentation as assigned
  • Coordinating the execution of project activities and events
  • Providing advanced notification of any deviation from budget, schedule, or resources to Information Technology Division management;
  • Identifying and addressing risk, opportunity, and interdependencies with other DHS or external systems.
  • Maintaining project management quality control standards and measures by ensuring projects conform to appropriate DHS policy and guidance.
  • Providing periodic briefings to the Information Technology Division management outlining the project status and identifying any issues requiring management intervention.
  • Experienced with frequent use and application of technical project standards, principles and theories.
  • Experience working under general supervision, providing solutions to technical project problems of moderate scope/complexity.
  • Strong communication skills, both oral and written.
  • Should have strong interpersonal skills, with the ability to interface effectively with a broad range of people and roles.
  • Ability to proactively identify and tackle issues before they become roadblocks.
  • Ability to manage project plans in MS Project.
  • Experience defining, generating, and reviewing project requirements documentation is required.
  • Experience monitoring project to ensure work scope, schedule, and budget are well defined and maintained is required.
  • Master’s degree or higher and\or 15+ years of work experience.
  • Ability to pass Minimum Background Investigation (MBI), Public Trust requirement.

 

Preferred:

  • PMP Certification, Information Technology Infrastructure Library (ITIL) Certification, V3, Agile Certification, JIRA.
  • Understanding of DHS Acquisition Lifecycle Framework (ALF)
  • Active DHS EOD Moderate preferred.
