    The Coastal Data Development (CDD) Program Manager will provide science, stewardship and support services for the Center for Coasts, Oceans, and Geophysics (CCOG).  This position requires working knowledge of broad NOAA coastal activities and relationship of the CDD program to those efforts. NCEI is required to manage, track and report CDD activities as a sub element of overall NCEI activities per Congressional budget directives.

    Primary Duties:

    The Coastal Data Development (CDD) Program Manager shall develop data products and services that incorporate the contributions and serve the needs of the diverse stakeholder community for the Coastal Data Development (CDD) Program, Gulf of Mexico Restoration, Coastal Ecosystems Sustainability, Tourism, and the RESTORE Act Science Program. Tasking includes managing a team to accomplish the following:

    • Perform Scientific Data Stewardship duties for the handling and management of data submissions originating through the CDD Program.
    • Design, develop, operate, and maintain data and scientific information management software and systems for the scientific analysis, documentation, and access to coastal data and information stemming from the CDD Program.
    • Provide geospatial systems expertise to CDD projects for capturing requirements; designing systems that satisfy requirements; populating GIS databases; providing OGC-compliant REST-based geospatial services; and writing system technical documentation.
    • Configure, modify, document, and maintain commercial or open-source GIS and database software for CDD projects requiring custom desktop and/or web-based applications and user interfaces.


    Required Education/Skills:

    • Bachelors degree in Science or a related technical field.
    • Minimum of 12 years of relevant experience (BS Degree); 8 years with PhD
    • Current knowledge of NOAA Coastal activities and the CDD Program
    • Experience in project and program management including strategic planning and budgeting.
    • Experience supporting the CDD stakeholder community
    • PMP Certification is required.

    U.S. citizenship  is required.
