Responsible for translating the client’s business requirements into specific systems, applications or process designs for very large complex IT solutions and integrating architecture. Acts as an advocate for the client as the ultimate authority on the architecture designed to address client business problems. Plans, implements, tests, documents, and maintains enterprise-wide solutions to total system or subsystems using internally created and/or off the shelf products. Analyzes and identifies all or part of a company's existing or new peripheral, network, and telecommunications systems requirements, taking into consideration the special technology needs. Establishes functional and technical specifications and standards, solves hardware/software interface problems, defines input/output parameters, and ensures integration of the entire system or subsystem. Provides direction for design activities. Often project-based, sometimes working at customer sites.


Vencore provides portfolio management, project management, and systems engineering and technical advisory, and systems integration support to the customer managing deployed technology. Producing and maintaining enterprise and component level customer technology requirements, validating and verifying potential concepts and solutions, and implementing plans and strategies for the overall enterprise objectives/goals. The Vencore Portfolio Manager is responsible for Portfolio management, governance, project management, and performance management.


- Provide technical, strategic guidance to Portfolio and Project Managers in the creation and implementation of new customer requirements and projects.
- Provide budget, plans, and portfolio analysis.
- Identify and monitor existing or emerging issues and developing solutions.
- Communicate strategic recommendations and supporting subsequent implementation.
- Monitor IT programs, projects, budgets, and investments to identify trends and concepts that can enhance customer leadership's decision-making for overall technology strategy.
- Provide strategic guidance on the development and implementation of customer needs and requirements to support organizational business processes and priorities.
- Develop policies and procedures to build, maintain and leverage the customer technology requirements.
- Establish briefs or models to support executive-level decision making, scenario planning, and strategy development.


Degree in Information Systems, Business, or technical discipline with 10 years experience
- Experience in identifying measures or indicators of portfolio and project performance and the actions needed to improve or correct performance, relative to the goals of the portfolio.
- Experience with financial analysis, internal control and risk analysis and modern business IT portfolio methods and performance measurement techniques.
- Ability to evaluate and make recommendations regarding portfolio management, management policies, standards, practices, and performance measures.
- Knowledge of business and portfolio management principles (e.g., strategic planning, resource allocation, leadership techniques, coordination of people, resources and processes)
- Analytical and conceptual skills, ability to create original concepts/theories for various projects
- Apply the concept of operations set of disciplines for the planning, analysis, design and construction of solutions across a major sector of the organization.
- Ability to work in a dynamic and challenging environment.
- Strong oral and written communication and interpersonal skills.
- Ability to convey technical information to non-technical individuals.


Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.
