Assumes the responsibility for the scheduling of technical projects. Involved in one project or numerous projects. Responsibilities include a wide range of duties involving initial job planning, scheduling of time, scheduling of materials, coordination of subcontractors, monitoring of job progress, analysis of changes, and problem solving. Develops plans including budgets and schedules to meet contractual/project requirements for several major portions of a program. Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans. Coordinates interdepartmental development of program plans. Interfaces with vendors and customers and performs extensive investigations as required. Produces the contractor's Initial Schedule and then updates the schedule throughout the program. Uses the schedule to analyze the impact of change orders, delays, and any other schedule disruptions. Works very closely with the project manager and the subcontractors during the preparations and updating of the schedule. Produces critical scheduling information for the project team's use. Monitors performance reports against plans to ensure that contractual, cost and schedule objectives are met; arranges modifications as required.
A Bachelor’s degree from an accredited college or university and a minimum of 8-10 years of experience with execution year financial management support for portfolio management and recent experience with ERP or other Oracle-based financial systems.
Experience supporting senior leadership on complex tasks, including but not limited, to maintenance of all budget and execution funding records.
Experience tracking the President’s Budget (PB) to executable funds with details by program that account for taxes, travel, and support.
Experience in structuring new lines to implement command decisions for the Portfolio ERP structure inputs.
Experience in coordinating funding moves with departments and the comptroller
Experience in maintaining end-to-end audit trail with documentation of government decisions for all funding moves.
Experience in performing execution oversight tracking of performance versus benchmarks for all programs by PE/Funding Line.
Experience in Refresh planning, FG inputs for PB finalization, FG inputs for POM build.
Experience in BA 6.2/6.3 balance adjustments to maintain portfolio objectives, preparation of the new PEs with data for all required fields, R-2 Activity finalization, and PE Coordination for POM Submits.
Experience supporting senior ONR leadership on complex tasks.
