Responsibilities

Source Performance Analysts collaborate with and advise members of the National System for Geospatial-Intelligence (NSG), providing detailed performance analysis of specific GEOINT requirements, sets of requirements, analyze and investigate collection performance, collection strategies, and assess and report on end-to-end GEOINT system performance data as identified by the Government. Some of the requirements to be analyzed will be determined on a day-to-day basis while others will be assigned based on regular, high interest or crisis reporting. In addition, the Contractor shall advise analysts on GEOINT related collection issues and will provide technical expertise to assist Source in planning for the implementation of new source management collection systems and tools and to ensure stable and continuous operations. This support can range from requirements definition and development of concepts of operation to system testing, simulations support and anomaly investigation.

Qualifications

Senior - Advanced level knowledge and skills demonstrated in previous work in their field. 10 years or greater but less than 20 years of experience. A bachelor degree in a field related to the support services may count for up to four years of experience. A master degree in a field related to the support services may count for up to two additional years of experience.

 

A Senior is expected to work with no oversight, fully capable of meeting all service requirements without direction and directing lower level (apprentice and journeyman) staff with quality control and quality assurance checks.
Seniors are expected to provide support and advice to senior level NGA office level leadership on processes, procedures, technology, and items of interest. Seniors are also expected to lead collaboration across NGA and IC analysts that contributes to analytical synergy that is better than the sum of the individual parts.

 

The Source Performance Analyst (SPA) is required to have knowledge of:
• The TCPED process, the imagery requirements life cycle, and training in collection requirements, collection strategies, and the end to end systems of the IMINT cycles
• Multi-sources to include airborne and commercial imagery collection and requirements process
• Qualitative and quantitative methods to support development of new metrics, analytical techniques and tools in assisting with measured multi-source satisfaction and performance
• NPAT, basics of how to query for performance data, basic knowledge of SQL
• Current NTM constellation, orbitology, tasking, sensor specific traits, etc.
• Web Fishtools, GR tool, PMAA and other tools available to Collection Managers or related tools

 

Advanced skills with ARCGIS, Mapinfo, or COTS software with the ability to do analysis. Advanced skills with MS Office, data mining, expert level ability to manipulate and analyze data using Excel, Experience in creating visual aids and graphics used in presenting briefings.
